Community Based Social Marketing (CBSM) Training

The Michigan Recycling Coalition is seeking proposals from social marketing or change-based organizations to provide a training opportunity to Michigan-based recycling professionals on community based social marketing (CBSM). The proposal shall also include a plan to provide individual consultation with four select communities that represent a range of sizes and compositions to develop messaging that can serve as content and examples for future CBSM centered recycling education campaigns.

The training will be made available to recycling professionals in communities throughout the state to support the development of CBSM-based messaging. Outreach will target unwanted recycling behaviors and develop a community-specific education and outreach strategy.

RFP Questions and Answers

1. As it pertains to contract start date.

The MRC will revise contract start date to: March 1st – June 30th

2. For the initial training, are you seeking online or in-person format? If in person, has a location been identified?

Format for training may be online or in person. For in-person training the MRC will be responsible for securing a location, do not account for location rental in training fees. Location will be determined following selection of proposal.

3. Which costs will the consultant assume in the budget and which costs will be paid by MRC or the attendees directly?

Fees the MRC will be responsible for:

  • Facility rental
  • Meals/snacks
  • Attendee travel costs

Fees the consultant will be responsible for:

  • Personnel Costs
  • Training materials

4. Is it possible to reduce the class size of the training or to increase the budget to accommodate a second training to make the class sizes smaller?

While the budget is fixed, proposals may include more than one training to reduce class size.

5. Will MRC staff assume responsibility for managing day-of-event registration/logistics and other program support?

The MRC will assume responsibility for managing day-of-event registration and logistics including program promotion, support, and communications.

6. Will there be a notice to award prior to the contract signing of March 2025?

Notice of award will occur by February 7th, 2025.

5. As it pertains to Deliverable 2, 3-4 Meetings with Small Groups – what is the timeline of delivery and other specifications?

Small group work may be conducted within 6 months of training delivery. If delivery of training occurs in June the timeline would be July-December. Small group consultation may be virtual or in-person. Expected consultation with groups will be a minimum of 1 in-depth session per community, 4 in total but may include follow-up support or meetings as needed. The contractor and the MRC will together select communities to participate in individual consultation. Decisions will be based on need and the community’s designation as a disadvantaged community through the EPA Climate and Economic Justice Screening Tool (CEJST).

6. As it pertains to invoicing for services, what type of contract will this be?

A reimbursement contract.
